Guards in Neth

It's been about 8 hours now...anyone know when then shard will be back up?

Seems like when you call the guards they will come but they wont attack the baddies.

Also when baddies chase you into the Neth area...you get a message saying "you are unable to perform negative acts on your target" when you try to target them

welp the baddies still are not getting whacked and when they follow you back into the custom region they can hit and kill you, but you cannot attack them back.
